Senator Mike McKay Announces 2025–2026 Senatorial Scholarship Awards for District 1 Students

Senator Mike McKay is pleased to announce that his Senatorial Scholarships have been awarded for the 2025–2026 academic year to deserving students residing in Maryland’s Legislative District 1. This year, over $189,250 in scholarship funds has been distributed to 95 students representing Allegany, Garrett, and Washington Counties.

These scholarships play an important role in supporting the educational goals of local students and families. Awards are automatically renewed for up to eight semesters, bringing the total long-term investment to approximately $721,000 in educational assistance for students throughout the region. This ongoing commitment reflects Senator McKay’s strong belief in empowering the next generation through higher education and workforce training opportunities.

To be eligible for a Senatorial Scholarship, both the student and their parents or guardians must be Maryland residents and reside within District 1. Students must be enrolled in a two-year or four-year Maryland college or university, or an accredited technical or trade school. Scholarships are available to both full-time students (taking 12 or more credits per semester) and part-time students (taking 6–11 credits per semester) who are pursuing a degree or certificate at the undergraduate or graduate level.

Each Maryland legislator is provided with an annual scholarship budget by the state, which is then awarded to students within their respective districts. The selection process for Senator McKay’s scholarship is managed by a dedicated committee that carefully reviews applications based on financial need, academic achievement, and community involvement. This approach ensures that funds are awarded to students who demonstrate both merit and motivation to further their education and contribute to their communities.

Applications for the 2026–2027 academic year will be available beginning January 2026. Students interested in applying are encouraged to visit Senator McKay’s website or contact his office directly for more information. October 1, 2025 — Board of Public Works Approvals to Impact Districts 1A, 1B, and 1C

District 1A:
A request from the Department of Natural Resources to commit a total of $91,659 from Program Open Space funding allocated to Garrett County for the following projects:

  • Broadford Park: $49,359 to replace the bathhouse roof, seal the wooden amphitheater roof, and install a parking payment kiosk (Item 6A.1 of the Department of Natural Resources’ Real Property Agenda).
  • McHenry Park: $42,300 for a concrete pad for the new pavilion, as well as new trail signage (Item 6A.2 of the Department of Natural Resources’ Real Property Agenda).

District 1B:
A request to enter into a grant agreement for a $225,000 grant to the Board of Directors of Friends Aware, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Friends Aware property. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2024 Capital Budget (Item 17 of the Department of General Services’ Office of State Procurement Agenda).

District 1C:
A request to enter into a grant agreement for a $750,000 grant to the Town of Williamsport for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Williamsport Memorial Library. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2024 Capital Budget (Item 5 of the Department of General Services’ Office of State Procurement Agenda).

Senator McKay in Israel

Georges Creek Task Force Holds Third Meeting

Present:
Senator Mike McKay, John Kirby, Scott Shoemaker (Superintendent – UPRC), Bill Valentine, Elizabeth Stahlman (Tri County Council for Western Maryland)

At 10:00 am, Senator McKay convened the meeting of the Georges Creek Task Force Executive Committee. Senator McKay shared that he had emailed the Allegany Soil Conservation District but had not yet received a response. He also indicated that he is working to identify the correct person at MDE that will review the draft report and provide comment. Elizabeth Stahlman provided a draft report for the Task Force based on interviews with Allegany County Department of Emergency Services and Department of Public Works. Senator McKay provided several actions that could be taken by the legislation, and additions and corrections to the document were made and are attached hereto.

Senator McKay shared with the group that he did attend the Allegany County Commissioners Meeting and provided an informational update regarding the Georges Creek Task Force. McKay also indicated that he would reach out to Roger Bennett to determine if a letter from the Delegation would support having the cost-shared waived for the Army Corps of Engineers to perform engineering services related to Georges Creek. In addition, he indicated he wanted to reach out to Linda Puffenbarger, District 6 Engineer, for MDOT-SHA District 6.

Other discussions were had around UPRC and general needs related to sewer infrastructure and wastewater treatment.

Senator McKay spoke with individuals that were involved in the 1996 Task Force. Craig Alexander, Midland, indicated he would prepare a document with information that could be used by the Georges Creek Task Force.

Scott Shoemaker shared information about various NRCS programs that could potentially be utilized after flooding. He did not yet have a local NRCS contact but was able to find information about some of the programs available online which he shared with the Executive Committee.

Action Items:

  1. Tri County Council will make edits to draft report and send to the Executive Committee and the Mayors of the Georges Creek towns.
  2. Mayor Coburn will convene the Towns meeting to get input from the other elected officials and administrators (if already done, written notes from meeting should be provided to Executive Committee for inclusion in report).

Expectations from Georges Creek Task Force report:

  • Concise, 4 to 5 pages — “This is what needs done.”
  • For the Western Maryland Delegation to take to Annapolis: Needs specifically related to Legislation, Policy, and Funding.
  • Responsible party for carrying out recommendations – Western Maryland Delegation.
  • Recommendations with a statewide implication could be pursued as a District 1 Pilot initiative.

The next meeting was scheduled in one month.
The members of the Executive Committee are Gov. Wes Moore, Sen. Mike McKay, Del. Jim Hinebaugh, Mayor Jack Coburn, John Kirby, Scott Shoemaker, and Bill Valentine. Tri County Council for Western Maryland will attend the meetings as note-taker and will be responsible for compiling the report.

Maryland Auto Insurance Update

Maryland Auto triggered an assessment, and the $19 million billed to insurers was collected and dispersed to Maryland Auto at the end of June. This has been applied to the surplus for the purpose of paying future claims. The assessment charge has started to appear on premium bills for the companies who opted to recoup their share from policyholders. As expected, the process has been smooth and there has been little response from either the industry or consumers.
