CUMBERLAND – April 7, 2026
Senator Mike McKay secured more than $74 million in state capital budget funding for projects across Allegany, Garrett, and Washington Counties—investments in infrastructure, schools, public safety, and community facilities that will benefit Western Maryland families for years to come.
“Western Marylanders send a lot of money to Annapolis every year. My job is to fight to bring as much of it back home as I can,” said Senator McKay. “This budget delivers real results—fixing water and sewer systems, upgrading schools, improving parks, and supporting the communities that make this region great.”
The FY 2027 capital budget includes:
Major investments include $2.8 million for campground improvements at Rocky Gap State Park, $2.4 million to renovate the Workforce Development and Training Center at Allegany College of Maryland, and $2 million for entrance and road improvements at Willis Mountain State Park. The county will also see significant infrastructure investments, including $1.7 million for the Dehaven and Mason Road Project, more than $2.1 million in sewer and wastewater improvements, and $700,000 for the Depot Street Water Project.
Local schools will benefit from HVAC upgrades and facility improvements totaling more than $2.4 million, including a new Early Childhood Center addition at Washington Middle School.
Garrett County secured the largest share of district funding, led by $7.9 million for the Grantsville Wastewater Treatment Plant Upgrade and $5.5 million for water and wastewater improvements at Swallow Falls State Park. The Southern Middle School Addition and Renovation will receive $4.8 million.
Additional investments include $2 million for the Sang Run State Park General Store Renovation, $1.3 million for a new Natural Resource Police facility at Mt. Nebo Wildlife Management Area, and infrastructure improvements in Grantsville and Gorman totaling more than $3.4 million.
Washington County leads the district with $31 million in capital funding. Major projects include $6.4 million for wastewater treatment upgrades in Downsville, $4.1 million for Hancock’s wastewater system, and $3.75 million for a new Vehicle Maintenance Shop at Hagerstown Community College.
The county will also see $1.5 million for a new control tower at Hagerstown Regional Airport, $1.5 million for the Jonathan Hager Elementary School Addition, and continued investments in correctional facility infrastructure totaling more than $4 million.
“This isn’t a handout—this is our tax money coming back to Allegany, Garrett, and Washington Counties where it belongs,” McKay added. “Every dollar we bring home is a dollar invested in the roads we drive, the schools our kids attend, and the water systems our families depend on.”
The FY 2027 Capital Budget was proposed by the Governor and is scheduled to be signed into law on April 8th, 2026.
