Board of Public Works – District 1 Items on Agenda

Dear Senator McKay, Delegate Hinebaugh, Delegate Buckel, and Delegate Baker:

On Wednesday, April 5, 2023, the Board of Public Works will be considering several items that impact your Districts 1A, 1B, 1C. Specifically:

District 1A

  • A request from the Department of Natural Resources to commit a total of $211,899 from Program Open Space funding allocated to Garrett County for the following projects:
  • Piney Reservoir: $63,000 for additional funding to resurface the existing parking lot and construct an accessible fishing pier with wheelchair bays, ramps, and low railings for increased public usage (Item 5A.1 of the Department of Natural Resources’ Real Property Agenda);
  • Veterans Park: $15,030 to construct a new fountain as well as provide landscaping services at Veterans Park (Item 5A.2 of the Department of Natural Resources’ Real Property Agenda);
  • Rotary Park: $9,000 to purchase and install security cameras (Item 5A.3 of the Department of Natural Resources’ Real Property Agenda);
  • Broadford Park: $22,500 to purchase and install ADA compliant inclusive seating (Item 5A.4 of the Department of Natural Resources’ Real Property Agenda);
  • Meadow Mountain Trail: $13,500 to purchase and install benches and bicycle racks along the twelve-mile trail (Item 5A.5 of the Department of Natural Resources’ Real Property Agenda);
  • Broadford Park: $52,869 to purchase and install security systems, repair the dugouts and renovate the ballfield (Item 5A.6 of the Department of Natural Resources’ Real Property Agenda);
  • Northern High School: $36,000 to resurface the tennis courts and replace the nets and poles (Item 5A.7 of the Department of Natural Resources’ Real Property Agenda);
  • A request from the Department of Natural Resources to commit $25,000 from the Local Parks and Playgrounds Infrastructure funding to purchase and install lighting systems to enhance community events and extend public usage at the Deer Park Town Center (Item 5A.8 of the Department of Natural Resources’ Real Property Agenda);
  • A request to enter into a grant agreement for a $450,000 grant to the Board of Trustees of Garrett Community College, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Garrett College Ballfield. There is no matching fund requirement for this grant (Item 12 of the Department of General Services’ Office of State Procurement Agenda);
  • District 1B: A request from the Department of Natural Resources to commit a total of $91,427 from Local Parks and Playgrounds Infrastructure funding allocated to Allegany County for the following projects:
    • Hoffman Park: $29,160 to replace the baseball field’s deteriorating backstop and infield fencing (Item 1A.1 of the Department of Natural Resources’ Real Property Agenda)
    • Cresaptown Sports Complex: $48,425 to replace the deteriorating athletic field fencing (Item 1A.2 of the Department of Natural Resources’ Real Property Agenda)
    • Parris Glendening Recreation Complex: $13,842 to install LED lighting for Sowers Field (Item 1A.3 of the Department of Natural Resources’ Real Property Agenda); and
  • District 1CA request from the Department of Natural Resources to grant $33,000 of Program Open Space statewide funds for the acquisition in fee simple of 10 +/- acres(Frazier property) in Allegany County. This completely forested property is located entirely within Green Ridge State Forest and will be managed by the Maryland Forest Service. Acquisition will provide a buffer for Forest Interior Dwelling Species habitat recognized by the National Audubon Society as an Important Bird Area that contributes to bird conservation nationwide (Item 10A of the Department of Natural Resources’ Real Property Agenda).
