Dear Senator McKay, Delegate Hinebaugh, and Delegate Buckel:
On Wednesday, December 4, 2024, the Board of Public Works will be considering several items that impact your Districts 1A and 1B. Specifically:
District 1A
- A request from the Department of Natural Resources to commit $52,785 from the Program Open Space funding allocated to Allegany County for athletic field topsoil and seeding, new batting cages, bocce ball and shuffleboard courts, and new playground equipment at the Bel Air Community Recreation Complex (Item 1A of the Department of Natural Resources’ Real Property Agenda);
- A request from the Department of Natural Resources to commit $86,000 from the Program Open Space funding allocated to Garrett County for a fishing pier, tennis court bleachers, interactive musical steps, as well as new playground safety surfacing at Grantsville Town Park (Item 3A of the Department of Natural Resources’ Real Property Agenda);
- A request to provide grants to the Garrett County Commissioners from Rural Legacy Funds for the following easement acquisitions in the Bear Creek Rural Legacy Area. Acquisition of these easements, which will all be held by Garrett County, will protect valuable agricultural and forest lands:
- A $401,685 grant for a 130.24-acre conservation easement (Bender property). The easement will protect 550 linear feet of forested stream buffers along an unnamed tributary to Bear Creek. Easement value: $2,847.41/acre (Item 6A of the Department of Natural Resources’ Real Property Agenda);
- A $551,567.05 grant for a 224.88-acre conservation easement (Bravo property). The easement will protect approximately 5,700 linear feet of forested stream buffers along Bear Creek and unnamed tributaries. Easement value: $2,311.95/acre (Item 7A of the Department of Natural Resources’ Real Property Agenda);
- A $360,009.17 grant for a 163.84-acre conservation easement (Redwing Farm, LLC property). The easement will protect approximately 1,500 linear feet of forested stream buffers along unnamed tributaries to South Branch Bear Creek. Easement value: $2,060.89/acre (Item 8A of the Department of Natural Resources’ Real Property Agenda);
- A $142,029.68 grant for a 52.7-acre conservation easement (Stone property). The easement will protect approximately 1,700 linear feet of forested stream buffers along unnamed tributaries to South Branch Bear Creek. Easement value: $2484.40/acre (Item 9A of the Department of Natural Resources’ Real Property Agenda); and
District 1B: A request from the Maryland Department of the Environment to provide a $1,303,054 grant from the Bay Restoration Fund to Allegany County to replace two deteriorated sewage pumping stations with one regionalized pump station and rehabilitate the aging sewage force main to convey sewage from the Braddock and Jennings Run area to the City of Cumberland for treatment at the Cumberland WWTP in Allegany County (Item 12 of the Secretary’s Agenda).
